Phase 1: Prepare to Plan
Once the concept of a new program emerges, it typically takes time and resources to prepare a planning proposal and get buy-in from key decision-makers. One or two
key individuals typically lead this planning phase. To be effective, they need to understand:
Starting a planning process when your host organization is not ready can be detrimental
to your cause. Always ensure that there is:
- A commitment of active and involved leadership
- Involvement of institutional planning staff
- Recognition of obstacles created by major crises within the host organization
- A Board and staff that are working effectively together
- A Department Chair, Division Chief and/or Hospital Administrator working effectively together
- Staff who understand the purpose of planning, what it can and cannot accomplish
- A commitment of resources to adequately assess and meet current and future needs for care
- A willingness to question the status quo and look at new approaches to the "business" of
the organization-that is, the provision of services.
- A willingness to integrate new developments into day-to-day function of the organization
